The submission outlines the historical and social history of iwi as a political base, arguing that land alienation and other forces of colonisation destroyed, all but ideologically, the links for Maori with tribal resources. It outlines the emergence of urban Maori development and groupings as the meaningful and legitimate voice for Maori and goes on to outline the flawed nature of the Maori fisheries claim through the Sealords deal both as a global solution and in the division of benefits. A summary article for publication in Metro is also attached.
