Walker discusses Tertiary education and the reports that recommend a graduate tax, tuition fees and student loans, the effect on families and especially the impact on Maori. He suggests the Hawke report fails to recognise teh constitutional status of Maori with certain rights guaranteed by the Treaty of Waitangi.
